After calling 811 for a mark out, the utility companies such as gas, electric, water, cable and sewer come out and locate their underground utilities. They paint the ground where the approximate locations of their utilities are underground and put in flags in the ground. The flags serve the purpose of being a mark. Calling before you dig is the law and required before starting any underground work. Finally the best part about calling before you dig is that it is of no cost to you!
